FCP provided Heathrow Southern Railway with an innovative approach to solving the airport’s capacity issue in the South East with a lower cost solution. Deploying just 8 miles of new railway, Heathrow Southern Railway will connect the South Western and Great Western networks to provide new journey opportunities for both airport and non-airport passengers, with significant crowding relief to the South Western network.
Transport for Greater Manchester hired FCP to lead the client project team in developing a business case for TfGM to take over the long-term ownership and operation of the 97 stations within the Greater Manchester Combined Authority boundary.
We produced a positive business case for change, using the government’s Five Case Model, with deliverable operational plans for the transfer and operation of the assets.
FCP successfully developed a strong business case for the Toronto Regional Express Railway (RER) that persuaded the Province of Onario to proceed with the $22bn program to upgrade and electrify the GO commuter rail system. We also provided advice on the strategic options for the interaction of freight and passenger rail services in Toronto. We found a way to enable enhanced passenger services, while maintaining freight levels and allowing capacity for freight growth, by building a new section of railway to allow freight passing through Toronto to bypass the congestion.
